How do I make a kite that flies in light breezes?

I want to know how I can make a homemade kite that can fly really high but in a light breeze. I don't have any sticks or wood for the structure, but I have plastic straws (will that work?). What are suggested materials? I just want simple directions using materials that any household should have, such as plastic bags or cloth or paper.

The more details the better. (like how long should the tail be, etc)

    There are many sites about kites.
    The basic rule is that the smaller the kite, the lighter the wind it needs, but there are exceptions to that rule too.

    Plastic will work, if it is strong and long enough.
    You might end up making a miniature kite.

    Just a plain old plastic grocery bag works. Tie the handles together with string.
