The techniques are those of freediving, which is all about being relaxed and getting the breathing preparation right. With a little practice it's quite easy to stay underwater for up to two minutes - you will see that most are filed in 30-60s takes, spliced together. It just looks longer in a dry cinema! Many will also use hidden weights, under clothes or on ankles, so that they can take on more air and not shoot up to the surface. (I freedive with a 1kg weight belt.)
Some actors have had doubles and stand-ins do the underwater stunts - it depends on how they feel about it, and how capable they are. Others, like Jessica Alba, are really accomplished freedivers, and do their own stuff. Drool! :-)
Keeping eyes open is all about the quality of the water - it should be warmer than a normal pool, little chlorine, and a small amount of salt is best. Of course the underwater studios where these films are made have ideal conditions. Have never tried to mime singing underwater though!
